How this comparison works

The new one is compared two ways: fresh from a raid at level 20 against yours today, and built up to the same level as yours. The verdict uses the built-up figure plus what it costs in Stardust, Candy and Candy XL to power a raid catch up to your Pokémon's level, since that's when the extra damage arrives. It's raid damage only, not PvP, survivability or time to win.
